NEW DELHI: Indian Railways will soon start sub-projects aimed at introducing semi-high speed trains on the Delhi-Howrah and Delhi-Mumbai routes, a senior ministry official said on Tuesday. The Railways has finalised the detailed project report (DPR) for an ambitious project aiming at running trains at 160 kmh on two busy corridors.
New Delhi-Howrah and New Delhi-Mumbai corridors would be upgraded to run trains at speed of 160 kmph as part of ‘Mission Raftaar’ launched by railways. “The two sub-projects under ‘Mission Raftaar’ are expected to be completed in three years with a total outlay of Rs 18,163 crore,” the official said. After the upgrade, trains on the routes will run at a speed of 160 km per hour.

‘Mission Raftaar’ project of the Indian Railways envisages to raise the average speed of both passenger and freight trains. The mission is being spearheaded by a cross disciplinary mobility directorate in the Railway Board. The official, who spoke on the condition of anonymity, said a Detailed Project Report of the routes is being prepared.
The Delhi-Howrah section will be upgraded at a cost of Rs 6,974 crore, and the Delhi-Mumbai section at an estimated Rs 11,189 crore. The official said the work involved replacing locomotives-hauled trains with Main line Electric Multiple Units and Diesel Electric Multiple Units trains.
The work includes civil, electrical and signal and telecom for upgrading the track for high speed use. The work also involves an arduous task of fencing off the Delhi-Howrah and Delhi-Mumbai routes. Fencing off the entire route is crucial for running trains at 160 kms an hour which can be later raised to 200 kms per hour, a senior Railway Ministry official said. According to Railways, it would be a paradigm shift for rail network development and besides upgradation, fencing is essential for preventing trespassing and cattle movement to ensure high speed and safety and it will find prominent mention in the budget papers.
While the rate of return for Delhi-Howrah route is 18 per cent, it is 14.7 per cent for Delhi-Mumbai. The Delhi-Mumbai section will cover Baroda-Ahmedabad route and Delhi-Howrah sector will also include Kanpur-Lucknow corridor in the project. The two major trunk routes have been taken up in the first phase and later on Howrah-Chennai and Mumbai-Chennai sectors will also be taken up.

After the OTP is validated PNR details will be displayed on the screen.
After verifying the details Click on ‘Cancel Ticket’ for full cancellation. Refund amount due will be displayed on the screen.
An SMS will be sent with PNR and refund details. Sample format: “Your PNR xxxxxxxxxx has been cancelled. Collect refund amt xxxxx from journey commencing station or nearby satellite PRS locations. Ref. Terms & conditions”
For tickets cancelled (including return journey tickets) before 24 hours of scheduled train departure time:

For tickets cancelled (including return journey tickets) between 24 hours and upto 4 hours for the confirmed tickets and upto thirty minutes for RAC/waitlisted tickets before the scheduled departure time: Refund of cancelled PRS counter tickets through IRCTC website or 139 at present is permitted only at the journey commencing station or nearby satellite PRS locations by surrendering original journey ticket. During first two hours of the opening of PRS counters on the next day for the tickets for the trains whose scheduled departure as under:- time is (i) between 1801 hours and 0600 hours.
Upto 4 hours after the scheduled departure of the train during the working hours of PRS counters/current counters/special counters where cancellation is permitted round the clock on the tickets for the trains whose scheduled departure time is (i) between 0601 hours and 1800 hours.
Counter Ticket Cancellation Rules
This may be applicable only in case valid mobile number has been given at the time of booking.
Cancellation of tickets and refund of fare may be permitted for PRS counter tickets in normal circumstances only and not in case of late running of trains/cancellation of train etc.
Online cancellation shall be permitted only upto 4 hours before the scheduled departure of the train if ticket is fully confirmed.

All the privilege/duty pass/PTOs/complimentary pass tickets may be allowed to be cancelled through website. In the case of pass zero refund is permissible however, for validity of the pass for fresh booking the passenger shall approach the counter to get the pass re-validated by marking the same cancelled against the earlier booked tickets as per prescribed rule.
PTO’s tickets are issued on 1/3rd of the total basic fares and normal cancellation charge is applicable in these tickets also. Therefore in many cases ticket value on PTOs is less than the cancellation charges therefore passengers may or may not cancel the tickets therefore cancellation across IRCTC website may be allowed in the case of PTOs also.

The 110-km Nelamangala-Shravanabelagola railway line, part of the new 166-km Bengaluru-Hassan line, is set to be commissioned by South Western Railway (SWR) on February 28. This follows authorisation given by A.K. Manoharan, Commissioner of Railway Safety, Southern Circle, who inspected the line and conducted speed trials between February 6 and 10. Ashok Gupta, chief administrative officer, Construction, SWR, told The Hindu that the commissioner on Monday issued authorisation to run passenger trains with a maximum speed of 80 kmph.
With this, the hope of the people of Hassan and coastal regions for the shortest rail route to Bengaluru has come true. The project had been announced by Deve Gowda way back in 1996, but the work progressed at a snail’s pace, partly owing to non-availability of land and mostly because of meagre fund allocation by the Railways.
Sharing the cost
In 2010, the then Chief Minister B.S. Yeddyurappa decided to share the cost of ongoing as well as new Railway projects to sped up the work. More funds from the Railways came when D.V. Sadananda Gowda was Railway Minister.
SWR’s chief public relations officer E. Vijaya said the commissioning would be done with a trial run of a passenger train on the section on February 28. The formal inauguration would be done depending upon the dates acceptable for the dignitaries.
New train
As of now, SWR has planned an intercity express between Hassan and Yeshwantpur, leaving Hassan at around 6 a.m. and reaching Yeshwantpur at 9.30 a.m. In the return direction, the train would leave Yeshwantpur at around 6 p.m. and reach Hassan at 9.30 p.m. It is tentatively scheduled to halt at Chikkabanavar, Kunigal, Yediyur, Balagangadhar Nagar, Shravanabelagola and Channarayapatna.
Meanwhile, the zone has sought the Railway Board’s permission to re-route the yet-to-be-introduced Train No. 16575/576 Bengaluru-Mangaluru Kudla Express via the new route. Mr. Sadananda Gowda had announced this train in 2014 to run via Mysuru.
Ms. Vijaya also said three goods trains between Mangaluru and Bengaluru would be diverted via the new section after February 28.
Manpower allocation
Since it is a large section, SWR requires at least 120 workers, including 60 tracks-men and about 35 stations masters. The zone is in the process of identifying personnel for posting and the process could take about a fortnight, Ms. Vijaya said.
