New Delhi: Seventeen states have agreed to form joint ventures with the Railways to fast track infrastructure projects, the Lok Sabha was informed on Wednesday. Railways Minister Suresh Prabhu said by entering into a joint venture, the states will have ownership over projects and ensure that the infrastructure develops at a faster pace. Responding to supplementaries during Question Hour, he said a new scheme will be launched soon, under which people with waitlisted tickets will be able to get berths in other trains going to the same destination, in case it is not confirmed on the train they had originally opted for. It is a big achievement for Mr Prabhu as RM In fact some of the achievements which make him most deserving RM to
(1) PPP projects i.e. participation of beneficiary states/ PSUs/ Private companies had been Achilles heel of IR. Since last decade or two every RM had been touting about intention to bring big funding to IR and all have miserably failed. This tough nut has been cracked by none other than Mr. Prabhu.

dirty coaches, bad pantry/food service, molesting of female paxs etc is something unimaginable and even private sector companies could not give such king of service.
(3) Capacity augmentation- He will be known as first RM of India who took concrete steps to solve the biggest problem of IR i.e. saturated BG tracks which is primary cause of accidents/ slower speeds/ longer journey times/ poor punctuality and financial losses. This was done inspite of the extremely poor financial condition of IR (thanks to past RMs), he could speed up the capacity augmentation and almost doubled the kms of new BG lines (New/Doubling/GC) commissioned per day, pace of electrificatio too have been almost doubled.
(4) The trend followed by past RMs since decades was to introduce more and more new train on highly saturated tracks without adequately augmenting the track capacity, which was resulting in further saturating/worsening the tracks. He restricted this populous trend by restricting the number of new trains and doubling the rate of capacity augmentation which he intend to more than quadruple in next 4 years.
(5) He has made a good setting with power ministry by buying much cheaper power directly from power producer rather than SEBs leadin to annual savings of about 5000 crore Rs.
(6) He has laid emphasis on cleanliness and pollution free power by emphasising on Solar power plants on coaches in addition to stations. IR is also embarking on wind power generation in addition to continued emphasis on powersaving LED lighting in Rly premises
(7) Accounting reforms under implementaion in IR is pet project of RM which shall make IR a much better managed organisation with potential to drastically increase its revenues and curtail its expenses/ losses.
(8) Biggest organisational change he made is delegating power to the competent/experienced persons doing the job i.e. GMs/DRMs instead of wielding the power held by past RMs. He has empowered the IR officials and onus lies on these officials to stop complaining about waiting for clearance from top and give the results by the end of every financial year.
(9) Efficiency of working in IR has been drastically improved with clearances coming in less than half the time it used to take earlier and as a result construction of a large number of projects have started and large RKMs of existing projects were commissioned. Of course he successfully has tied up funds for that.
(10) Biggest thing is he has desisted from earlier trends of announcing a financially bleeding large number of politically motivated new projects. Many non performing DDs were stoped and redeployed on other routes, record augmentation of coaches were done by him (instead of starting new trains). Probably for first time RM is somewhat acting like CEO and not minister.

Inspite of all above, he is also hated by wide section of society due to highly one unjustified step i.e. flexifare launched by IR during his regime. It has been reported that IR is planning to do away with flexifares and go for minor above board fare increase in all classes.
This was basically a compulsion to tide cash crunch which he inherited from past RMs ( and implementation of 7th pay commission and very high pax subsidy) and to tide over very low loading offered by industry to IR during his regime which is not under the control of IR.
Still a lot more efforts has to be done to bring IR out of the financial crisis.

कहीं रेलवे को बेचने की तैयारी तो नहीं!... आज रेलवे की भयानक अराजकता और रेल कर्मचारियों की लापरवाही के साक्षात दर्शन हुए। सुबह मुझे कानपुर शताब्दी (12033) पकड़कर वापस गाजियाबाद आना था। कानपुर स्टेशन से यह गाड़ी सुबह छह बजे खुलती है। कानपुर में मैं वहां जहां रुका था, वह जूही कलाँ दो के विवेक विहार डब्लू-टू का इलाका स्टेशन से करीब सात किमी होगा। सुबह पहले तो बुकिंग के बावजूद ओला ने धोखा दे दिया। वह कैब आई ही नहीं और ड्राइवर ने फोन तक नहीं रिसीव किया। तब मेरे बहनोई स्वयं मुझे छोडऩे आए। इस तरह दो लोगों की नींद में खलल पड़ा।

टाटमिल चौराहे पर जाम न मिल जाए। खैर जब स्टेशन पहुंचे तो 5.48 हो रहा था। अपना सामान उठाए मैं भागता हुआ प्लेटफार्म में दाखिल हुआ तो गाड़ी का कहीं पता नहीं जबकि नियमत: उसे साढ़े पांच पर प्लेटफार्म पर लग जाना चाहिए। आखिर वहीं से यह ट्रेन चलती है। मगर ट्रेन प्लेटफार्म पर आई ही छह बजे। पूरी भीड़ ट्रेन के दरवाजों पर टूट पड़ी। मगर दरवाजे अंदर से ही बंद थे। सब उनके खुलने का इंतजार करते रहे। अब एक आदमी था जिसने एक के बाद एक कोच के दरवाजे खोलने शुरू किए। तेरह कोचों वाली इस ट्रेन के दरवाजे खुलने में ही 15 मिनट लग गए। सारे लोग एकदम से भड़भड़ा कर चढऩे लगे। और ट्रेन पांच मिनट बाद चल दी। अब जो चढ़ाने आए थे वे तो ट्रेन के अंदर तथा जिनको चढऩा था वे बाहर। हंगामा हुआ ट्रेन फिर रुकी और चली।
हमारा कोच सी-7 था। गाड़ी में बैठते ही मच्छरों ने घेर लिया। वृहदाकार के मच्छर जो भनभनाते तो डिस्टर्ब करते और चुप रहते तो हाथों-पांवों में काट लेते। हमे जो इंडियन एक्सप्रेस अखबार दिया गया उसे पढऩे की बजाय हम मच्छरों का शिकार करते रहे। मगर मच्छरों की संख्या इतनी ज्यादा थी कि ट्रेन में चढ़ा हर मनुष्य परेशान हो गया। औरतें, बच्चे सब तंग। तब मैने अपना रौद्र रूप दिखाया और टिकट चेक करने आए बाबू से कंप्लेंट बुक लाने को कहा। बुक आ तो गई मगर उसमें पहले से जो शिकायतें थीं उन पर ही कोई जवाब नहीं आया था। दूसरी सवारियां भी उखड़ पड़ीं तब एक सफाई कर्मी आया और फर्श पर पोछा लगा गया। फिर जो चाय आई लाई गई उसका पानी ठंडा था। फिर टीटी बाबू को बुलाकर शिकायत की गई तो वेटर ने बताया कि ब्वायलर काम नहीं कर रहा। एक तो ट्रेन वैसे भी डिले थी उस पर उसकी गति ऐसी जैसे बारात चल रही हो।
कानपुर से इटावा आने में ही दो घंटे लग गए। उस शताब्दी से जिसकी स्पीड कम से कम 130 रखी जाती है। और कानपुर-इटावा की दूरी महज 133 किमी की है। फिर राम-राम करते ट्रेन चली तो जो नाश्ता आया वह भी ठंडा और ऊपर से मच्छरों की भरमार। टूंडला पार करने के बाद वह कर्मचारी आया जिसके कंधे पर ट्रेन की सफाई का भार था। उसने बताया कि मच्छर तो आएंगे ही ट्रेन रात को जंगल में खड़ी की जाती है। और हमारे पास हिट है नहीं। उसकी शैली से लग रहा था कि रेलवे सफाई के वास्ते जो सामान इसे मुहैया करवाता होगा उसे यह जरूर बाजार में बेच देता होगा। मजे से गुटखा खाते हुए और खूब फूला पेट लेकर वह जैसे आया था वैसे चला गया।
अलीगढ़ में स्टाप न होते हुए भी ट्रेन रोकी गई और तब कोच में एक अधिकारी आया और उसने हिट उसी कर्मचारी से मंगवाई और छिड़काव करवाया। उसके बाद ट्रेन चली मगर स्पीड वही साठ-सत्तर वाली। इस तरह जिस गाजियाबाद में हमें साढ़े दस पर पहुंच जाना था उस पर हम साढ़े बारह पर उतरे और एक बजे घर आए। समझ में नहीं आता कि रेलमंत्री सुरेश प्रभु ने शताब्दी में तमाम तरह के सुविधा शुल्क लगाकर कानपुर तक का किराया लगभग 11 सौ रुपये कर दिया है मगर न तो कोई सुविधा बढ़ाई न खानपान की गुणवत्ता ही सुधारी। जबकि दस साल के मनमोहन राज और उसके पहले की सरकारों के वक्त भी शताब्दी जाड़ों के कोहरे के दौरान को छोड़ दिया जाए तो कभी लेट नहीं होती थी।
खाने का हाल यह है कि शताब्दी खाने और नाश्ते के नाम पर दो सौ रुपये और चार सौ रुपये वसूलती है पर नाश्ता ऐसा था कि उसे खाना दूभर। दो स्लाइस और एक डिब्बी मक्खन। न नमक न कालीमिर्च पाउडर। दो ही विकल्प थे या तो दो पीस कटलेट अथवा आमलेट। दोनों ही बेस्वाद और एकरस। पिछले 28 वर्षों से यही परोसते आ रहे हैं। प्रभु ने जब पैसे बढ़ाए थे तो कहा था कि खाने की क्वालिटी सुधरेगी। मगर क्वालिटी तो और गिरी। मजे की बात कि कानपुर और लखनऊ शताब्दी में इतनी भीड़ होती है कि कभी भी दो दिन पहले टिकट नहीं मिल पाती। पर इसका फायदा रेलवे उठाता है कि जो कुछ दे दो खा ही लेंगे। क्या ट्रेन को इस तरह लेट करने तथा साफ-सफाई न करने के पीछे रेलवे को निजी हाथों में देने की तैयारी तो नहीं चल रही है।

The report appears to be biased and exaggerated as inadvertently he has reported some good things like
(1) Cleaner coming on the running train and cleaned the coach (credit to RM)
(2) Complaint book was given on demand (many a times it is not given in old days)
(3) the explanation of the way mosquitos greeted them is hard to believe
(4) Train given unscheduled stop and Rly officials and got the hit sprayed at Aligarh by same on board worker (most probably the contractor's worker). This indicate contractor's fault, to which IR officials have swiftly acted and got the spray done by giving train an unscheduled stoppage. This is a great thing which happens under the leadership of Mr.Prabhu/Modi. बुक आ तो गई मगर उसमें पहले से जो शिकायतें थीं उन पर ही कोई जवाब नहीं आया था। -Whom did he expect to give reply to his complaint- RM ?or PM??.
Today Media is very powerful and many journalists consider themselves no less than MP/Minister and expect VVIP treatment (they already get VIP treatment).
(5) All the things Newspaper, meals (although not hot) were timely served.
(6) He presumed that the obese on train staff is corrupt and swindled the money given to him for hit spray.

Lessons for IR
(1) One thing that might have prompted the reporter to write so harshly about IR/RM/ModiRaj is very high Flexi fare of 1100Rs paid by him, for ac chaircar travel between CNB & Delhi, which ac buses might have provided for less than 400 Rs. Rly ministry must understand that any fare cannot be charged from paxs in the name of premium service, the economic value of the service provided has to be kept in mind.
(2) However what action IR has taken on the worker/contractor is not known. IR must take stern action against the erring persons so that such things are not repeated.

Earlier people chose to ignore discomfort for price. Now that premium trains have been charging extraordinary rates they will complain more and more. Have we seen a complain om 12419 Gomti 2S conditions. As fare is low even passengers know there isn't much to say. But paying 5 timed of 2S fares only to be fighting to get in, bitten by mosquito and cold food will make anyone crazy
