yes he can
he sees till two stoppage if you are not there he will allot to somebody else rules is for one station only but if station is nearby such as bhopal and habibgunj two station of same city he start looking after habibgunj but in case of long distance such as 200-300 he can allot after passing one station only if you are planning to board from any other station and booked from other station you have to mansion boarding point in that case he can not allot to some one else

Strictly speaking TTE can allot the berth to any one if you are not on the berth 10 mins after the departure of train.
However in general TTE wait for around hour or so.In Mumbai region TTE will allot the vacant/no show berth after Igatpuri.

why he wait for 1 hour or any other station so that in case you could not board in sleeper coach for example and catch the general coach in case of rush or you entered in other sleeper coach you can come back to your seat once train stopped but if you are missing for long he assume that you are not travelling and in that case you can also file tdr and will get your money back so its his duty to allot somebody who is in waiting

Nothing fixed, especially in SL Coach!!
In AC i have seen TTE waiting, but no such rule for waiting.
Even IR Employee has told me, 2 stations wait, but when i asked for Sampark Kranti, stopping first at JHS (after NDLS), he replied, he will (i take it as lame responce)!!
Y people plan to let the berth vacant, thats something i cant understand!!
