Railway Board doesn't allocate Loco links to trains.
Its the zone's Authorities permission and feasibility, depending on the LSA arrangement, locos availability, crew training updates and zone negotiations.

more... Hyderabad - Visakhapatnam gets either WAP-7 or WAP-4, and both the trains arrive before time or else with bit delay, with either of the locomotives.
Similarly, Jnaneswari/Gitanjali, will do their regular work, irrespective it gets WAP-4 or WAP-7.
No pax is bothered abt these, except for Rail fans. :-)
