There are many passengers who hold WL tickets and enter the Reserved compartments in almost every train. They fail to understand that as per Railway rules, passengers with WL tickets are not allowed to board the train/reserved compartments. This inconveniences all the other passengers with valid Reserved tickets in their respective coaches. This leads to a lot of arguments and unnecessary fights between passengers as some of the passengers are illiterate as well and do not seem to understand.
Secondly, in most cases, the TTE does not inform the Guard and detrain these WL passengers from the Reserved compartments. The rules also mention that the WL passengers have to cancel their tickets and the refund will be given immediately. But this seldom

happens. Now, from the WL passenger point of view, he has paid the ticket fare and is awaiting a seat and berth,subject to availability. The same is also applicable for RAC passengers. RAC indicates that a single seat/berth will be shared by 2 passengers. This creates a practical problem as one passenger will be a senior citizen and the other co-passenger has to adjust. In some cases, it is a family who has to bear the brunt. This leads to sleepless nights as both the passengers would be severely inconvenienced.
Therefore, to avoid all these problems, a New ticketing System has to be introduced
1. Only 72 tickets will be issued as RAC tickets in SL class and NO WL tickets in SL class.
2. A separate RAC Coach be attached similar to SL compartments for exclusively RAC passengers so that other passengers are not inconvenienced. The moment any berth is available, on FIFO basis the allotment would be done by the TTE and the passenger would move from RAC Coach to SL Coach. The subsequent UR passenger would get a seat in RAC in case he so desires after paying the difference fare.
3. No WL tickets will be issued in all AC coaches. A separate AC CC Coach with push back seats will be attached for all AC passengers with RAC tickets as common RAC Coach for AC passengers i.e only the AC CC fare would be charged and the moment any berth is free, the TTE will allot the same on FIFO basis after charging the difference fare.
4 All types of Special/VIP quotas will be scrapped for SL, 2AC & 3AC coaches. VIP quota will be available only in 1AC coaches.
5. Tatkal tickets will be only for Tatkal cases- incase of medical emergency, death, marriage, job interview etc. Currently the agents mint money by charging a premium of Rs 1000 for every Tatkal ticket which leads to corruption.
If no WL tickets are issued, then all the passengers would be happy as there would be tranquil and peace during travel and there would be no fights over seats/berths. The railways would anyway have to refund the amounts on WL tickets as these are not valid for travel, then why issue the same in the first place.
The job of the TTE would also be simplified with these changes and he may not be subject to too much pressure on allotting seats/berths.

1.The PRS WL ticket should be considered as invalid ticket and passenger if interetsed in getting refund can get it from PRS counter say like with in two hour of chart preparation or 2hr after the train departing from station. Hence TTE can fine them for ticket less travel and also can ask them to deboard at next station.
2. RPF should be provided to assist TTE when he goes for ticket checking. Most time TTE will be helpless and by the time RPF come they would have moved to some other coaches or bathrooms

I agree that seperate coach for RAC tkt but problem is with WL. For WL endlessly wait to get cnfr berth.
For WL old system of giving tkt without resvn chg be given & if confr is done than only TTE can chg the diff.
All othr suggestions are welcome.

The issue of WL tickets would only offer faint hope to the passenger, which might work out in his favour or not. For this he has to travel to the station with luggage and family and in case of no seats, then he should not board the train but cancel the tickets and get the refund (ideally speaking) . But would the Indian traveller cancel the WL tickets ? NO.... He would not cancel the WL tickets but he will board the train because he has paid the money and would meet the TTE and get seats and this will lead to inconvenience for the other passengers (though unintentional). Hence the stoppage of WL tickets would help him to reschedule his trip with family to another time or schedule his trip to another place at the same time. he would not board the train. This change in attitude of cancelling a WL ticket and not boarding the train would take a long time to seep in and become a routine habit for the passengers. Hence there would be a sea change with the stoppage of issue of WL tickets so that Naa rahega Baans na bajegi Baasuri.
As far as clerkage revenue is concerned, these are passenger trains and these are run to full capacity. Hence once the capacity limit is reached no further issue of tickets should be done. Passengers are not cattle and deserve their own space in the reserved compartments for which they pay reservation charges.
Alternatively, WL tickets can be issued for 24 seats and these would have to be cancelled or accommodated in the RAC Coach subject to cancellations as mentioned above.

I agree with point no 4 only...
For WL passengers:-
Iinstead of deboarding the WL pax, IR should should arrange alternates e.g. extra coaches, new trains, higher capacity coaches etc. But no one thinks about WL passengers.

THERE ARE MANY TRAINS WHICH RUN FULL THROUGHOUT THE YEAR. IR CAN START CLONES OF THESE TRAINS but unfortunately nobody bothers. No steps taken for improvement.
The rules are strict towards WL pax only to avoid harassment of genuine passengers otherwise WL pax will create even more problem. Now, in case of any issue at least the geniine pax are saved.

Only CNF and RAC tickets should be given at PRS counters.
WL tickets have to be booked on IRCTC, which get auto cancelled after chart preparation.
