For example,
Railway introduces Taurus class in Indian Railways,
obviously people will start ranting, sire, why Taurus is being given to normal ICF or SF Class LHB. Semi Gatimans etc should deserve it n whereas old monks like WAP-7 should haul M/E which has less average speed.
People will fall in love with Taurus / HHP ver-9 class locomotive n start complaining...
more... a lot about the old ones.
Agreed or not?

Lemme tel a thing.
Avg speed is SHIT. Its a total SHIT. The avg speed doesn't remain constant.
This is just calculated during the design w.r.t needs, traffic, slot, schedule, speed, n section.
It doesn't remain constant every day n time, first of all remember this buddy.
Even a Mallard will out run BPL Shatabdi n cross its avg speed too, n then obviously some will fall for that loco, or a Taurus will simply show who's the boss n throw the mighty Premier train's Avg at their toes.
It'll kick out WAP-7 n WAP-5 from the tracks n pple will cry for Taurus class.
This is what is happening in now a days.

ICF(AC) is designed n tested for 140 km/h, unlike LHB's which are tested for 180, potential for 200 limit too.
These all coaches have restriction speed limits including a locomotive.
ICF as said has default 110 for M/E n LHB default has 160 but ICF Rajdhani's do have 130 default, but changes speed as per sectional needs.
LHB coaches are just beginning in IR, and it'll overtake ICF in next 2-3 decades, by which even new class coaches n locos will arrive.
The once boasted WAP-7 WAP-5 will b overtaken by even more high power locos.
Its evolution.
If u still can't understand why CEE/DEE issues WAP-7 to ICF/LHB trains after much explanation, then its hard to understand evolution.
