Mr. Suresh Prabhu wants to empower the RPF so that they can register FIR related to on board crimes that take place on trains and/or stations etc. He wants that RPF should be given more powers and the 3-Tier expensive system that involves the GRP and District Police should be dismantled. However, many state governments are opposed to this move since they feel that it is an infringement on their rights as per India's federal structure. I've read this in a news report. The move means just a modification in the 1957 RPF Act so that incidents like train robberies in states like Bihar and other parts of India can be avoided. more... the Central Govt can go the ordinance route. Even if it gets rejected as an ordinance then the govt may push it in a joint session of Parliament. After getting through that stage, such an amended bill needs approval of at least 18 States to get converted into a law. At the moment, the ruling party has state govts in around 12 states so 6 more states need to cooperate on this issue.

PS: The other easier way out is for State Govts of UP, Bihar and Jharkhand to strengthen and modernize their GRP so that they can crack down on such demonic gangs. At the moment, the current Bihar CM is is no strong mood to crack down on insurgents or dacoits as per recent online news reports :-p
