Yes! Your guess / view is 100% correct! As per rules, only KYN, PUNE and CLA Alcos and any shed's WDG4/WDP4/WDP4D/WDG4D EMD Locos are allowed to enter CSTM. Hence, this GOC Power was "cut" at Pune and the train was attached with PUNE WDG3A # 14814 Alco.
And as per rules, 16352 NCJ-CSTM Exp was attached with PUNE WDG3A # 14814 (and Golden Rock Power was detached at Pune)!
If loco change happened at PUNE GOC WDM 3A to PUNE WDG3a instead of that e loco can be allocated to this train
Yes! E Loco can be allotted (and is also available at trip shed). However, this train comes under D Lobby and so D Loco is given. E Lobby and D Lobby have their trains fixed / allotted and they usually (under normal circumstances) do not handle each other's train. And PUNE Operations, which always want to avoid D to E Loco Change at Pune (due to line congestion and other issues) is easily "exposed" due to such events (when trains do come to Pune with non-Pune / non-KYN Alco)! NCJ Exp was traditionally E Loco train (KYN WCG2 doing the honors in the good olden days, then WCAM3 and now changed to D Loco). This train should get E Loco for CSTM-Pune Run!
