I have bought two tickets for same train same day.
one is normal e-ticket - waiting list 15 (WL)
other is tatkal e-ticket - waiting list 30 (CKWL)
Can somebody tell me what are rules?

one is given priority?
Since railway now gives no refund after chart preparation. I want to cancel one of it to avoid double charge.
Train is today and would like to cancel it before 12PM
