Ans:- First we need to know that what is loose shunting, So loose shunting means allowing the Wagons to move without an attached locomotive, maybe under its own weight or by momentum imparted to it by a loco which was disconnected before the rake came to a stop (Pushed by loco without being attached to it).
So, Some wagons are Fit for being loose shunted and Some are "NOT", That's Why This Words are inscribed on Wagons!

I would like to add some more points
For added protection,whenever a wagon is light, without any locomotive/carboose attacjed, the wheels are also provided with wooden blocks in place, for added protection......
By the way Carbooses can be loose shunted because the gaurd has sufficient braking power at his disposal to control the movement of the carboose....

Wooden block is smething whch is more of wagon stable status after shunting (nt to let it slip, just like in washing line, there exist chain to lock wheel of Passenger Coach)
Wooden blocks if been placed @ marshaling yard after hump is to confirm the wagon dnt cross the danger mark!!
In short: Not to b loose shunted wagon refers to b loaded with hazardous materials (which holds capacity of severe damage to surroundings as well as life, in case face jerk) while rest with normal materials (whch only may get wear
