On feb 7th 2016, I suffered grave injustice in the hands of the railway department.
I had taken counter ticket and my uncle (family friend), who is working in railway for EQ, had made it confirmed for me. . I received a confirmation message after chart preparation (seat number,coach number) . Unfortunately, I forgot to take the counter ticket along with me. When the TTE came for checking, I showed him the confirmation message and my original license proof. But he said it was fake! I even requested to him that I shall produce my counter ticket to railway office tomorrow or I can display the image of counter ticket now. But he treated me like...

He can confirm it sir but as per the rules given to him , he is instructed to check your ticket since its booked via Counter. If he does nt , then he will be under problems , Eg) If u alight at the station , suddenly the squad checks means , its a problem for him since the message format differs. So he cant take risk. You are right in your part about verifying the identity but he is instructed to check the ticket for all counter issued ones.
TTE is on fault here too.
How and on what basis he allowed a Ticket less passenger ?
Theoretically the left at home ticket should be produced at nearest railway station and the SM of that station should pass this info to appropriate station so the passenger can travel by paying fine/clerical charges under rule applicable.

Spoke to a senior tte on shatabdi... Double fare is charged as penalty for ticket less passenger .after paying penalty seat is allotted to the pax....in case tte do not fine penalties to such passengers..... NOTE:- Flying squad (if they board any random train for checking) in turn penalize tte from their pockets for not charging unauthorized passengers with penalty. TTEs are also under pressure from rly divisions to show earnings from ticket less travellers
