I think Indian Railways can install HOG System(Head On Generation System) in their existing Normal WAP -7 Locomotives of Various Sheds & Zones(Non HOG WAP-7s) as per requirement. If this is done then it won't be required to produce New HOG WAP-7 all the Time & it will be COST Effective also as Indian Railways is concerned.
Now HOG WAP-7 has great demand so IR can adopt this Procedure to equip their Normal WAP-7 with HOG System as per requirement which will avoid the Time of Commissioning of New HOG WAP-7 as existing Normal WAP-7 can easily be commissioned after Installation of HOG system in the same.

One power car is still compulsory even for HOG locos. The second EOG car will also be most likely retained as a backup.

It's puzzling why CLW delayed the HOG addition to WAP4's so much. The three phasers at least provided several challenges to CLW initially that had to be solved before even using the loco for normal operations ( Both P7 and P5 had so many initial struggles) and so it's understandable that these new enhancements took some time to materialize. The WAP4 design was something CLW was very familiar with and there was nothing new for them to worry about. They should have come out with a HOG system for it long ago!

Another irony : P5 already had extra windings in its main transformer for the provision of HOG. It only required a 'converter'. But IR never made use of it :P. Only now, they made its composite converter although it was proposed in 2012. We're still yet to see its HOG variant rolling out.
P4's HOG is still under research BTW and in due course of time, it'll be equipped with HOG converter.
