If you are registered in Employment Exchange of your city, you can avail concession of Yuva tickets (i.e. Rs.299/- or 399//- according to distance) else you can travel by Non-Yuva tickets which is like a general ticket and does not required NREGA or Employment Exchange REgistration.
For eligibiity of YUVA concessions - One should be unemployed and between 15 and 45 yrs of age. Passenger should possess any one - NREGA Certificate or Valid Registration of Employment Exchange of your city.
