opinions differ. in ghat section doubling reduces crossing only but electrification saves fuel but it is easy to do electrification than doubling.

that only i telling opinions differ, my point of view tough jobs first so ghat section needs doubling but in plains electrification gives increase in acceleration thus saves few crossings. so short term solution but ghat even on electrification we cant see a speed up because of tough terrain so doubling first.

Yaps & in electrification u hv to follow a path but for laying another line ie doubling u hv to create another path

moreover doubling requires alignment changes in some areas . more than plains ghat section needs that due to surface. if not electrified it is more easy to alter alignments than to align track then poles. so that also one of the reason i prefer doubling in ghat section first
