T.no 12839/40/41/42 deserve LHB. Dont know the reason why NWR has the most no.of LHB rakes for almost all superfast/non superfast trains while other zones such as SER/ER/ECoR/NFR/SR has very less or no LHB rake for any train irrespective of the priority trains mentioned above.

Its upto the railway boards to decide on when a zone will get LHB rakes. It has absolutely nothing to do with priority of any trains irrespective of whatever zone it runs.
