loco links aren't just decided on basis of speed/acceleration/stops etc. it is also a question of whether the particular shed controlling it posses the requisite locos or not and how long the loco is out on action.
KK: link is given by TKD which doesn't go all the way (NDLS-MMR-NDLS) hence TAT for loco is short.
Goa: Link by GZB, runs only till BSL.

Flagship train of SCR, not surprising receives the best of what LGD has.
Dakshin: same as above, LGD controls its links and has sufficient P7.
the thing with Kerala is it has a very long route and the loco shed in charge of its links i.e. ED doesn't have P7. that pretty much rules out P7 as the punctuality of 12625/6 is quite good even with P4. otherwise RB may (may, not necesarry it happens) would have instructed some shed, mostly RPM, to
provide P7 link for it.

Loco links are usually allotted in such a way that there is maximum utilization of the available locos. While a P7 is a better loco than a P4, the difference is really not much. The P4 itself is such a good loco that even in terms of acceleration, the difference between P4 and P7 isn't much. Other than a handful of trains ( like BPL Shatabdi, Gatimaan etc) pretty much all trains can maintain their schedules with any of the WAP locos or WDP locos. Allotment is just a case of utilization.
Many Kerala bound trains continue with WAP4 links as ED has lot of these locos ( highest holdings of WAP4 in fact). So, no necessity

Just track the runs of 12779 Goa and 12621 TN for atleast one week in JHS NZM stretch only and see on how many occasions WAP7 Goa is hammered like hell by WAP4 TN.
