Government autho rities have over the years simply passed the buck, refusing to deal with the growing problem of illegal multi-storey structures and encroachments at Behrampada, an area which frequently witnesses fatal incidents like Thursday's mishap. On Thursday , an illegal ground-pus-three structure came crashing down and firemen had a tough time reaching it and even rescuing people, as there is barely space to walk between the buildings most of which share common walls.
A senior official said removing the structures was a sensitive issue, so no one was ready to take the lead. After Thursday's incident, the BMC stated they had written to the Railways asking them to remove the illegal structures.

Railway officials stated that the illegal structures were hampering laying of additional railway tracks proposed on the eastern side of Bandra station.
A railway official said, “It's a sensitive issue and the higher authorities need to take a final call. Whenever there is any action, we face strong resistance from locals and politicians which forces us to stop. There are several issues, including rehabilitation of slum dwellers.“
A BMC official said since the Behrampada land belonged to the Railways, it has to take to the Railways, it has to take the lead to remove encroachments. Some time back the Railways demolished an illegal toilet block constructed below the skywalk for slum dwellers, but turned a blind eye to the illega turned a blind eye to the illegal houses an official said, adding after each incident more illegal buildings comes up in the area as the Railways is unable to protect its land. “We regularly conduct drives against encroachments in the area. We remove smaller encroachments but to remove large-scale encroachment we need to conduct a joint operation. We have sought help from the state government and the BMC to remove these illegal structures,“ said Ravinder Bhakar, chief public relations officer (Western Railway). It's not only the eastern side of the station which faces the problem of encroachments, there are several such structures on the western side of the Bandra station also. That land is shared by the Railways, the collector and the BMC.
Both civic officials and railway authorities admitted that removing the illegal structures from the area required longterm plan and coordinated action, which includes rehabilita ting eligible slum dwellers.
A senior BMC official said, “In the past, we faced strong re sistance during our drive to de molish illegal slums. The hig her authorities need to draw a plan to deal with the issue.“

Encroachment/ land grabbing is one of the biggest headache for all the honest & taxpaying citizens of India. It is a big impediment for the growth of our nation.
Every organization/ officials whether govt/pvt/corporate is always wary of land acquisition laws/procedures necessary for new infrastructure/ industries.
Several industries and infrastructure projects, which were meant to give fillip to national economy and employment to lacs of hardworking Indian citizens have been abandoned due to encroachment and acquisition difficulties.

hyper sensitiveness of the political parties shown and practiced during the tabling of the land acquisition bill in parliament, is a strong indication of political dimensions the matter has assumed since last couple of decades.
Encroachment is a big business giving wind fall profits with negligible investment. Only quality required is willingness and courage to break laws and art of political hobnobbing.
With land costs hovering around Rs. 50,000/- per square ft in metro cities, a small 10x10 ft encroachment done could be worth Rs 50 lacs!.
With per-capita income around Rs 90,000/- per annum, and assuming 35 years of earning period, life time earnings at today’s prices could be 90000/- x35= Rs. 32 lacs only !! . So one good encroachment is worth more than life time earnings of an avg. Indian!! Avg. Indian would need 55 years of earning to buy the encroached land piece!!
After one successful encroachment, options are always open to go on for the second one and give one on rent!!! So good opportunities to expand business without need of any loans/ investments etc!!
