Surcharge is a good practice, in a way that at least the new loans, associated projects and facilities (trains) shall come due to fulfilment of viability. Even with 18% surcharge, the new trains shall be much more economical and convenient than other means of transport. So it is better to have the project with surcharge rather than not having at all. Every good facility comes at a cost which the user have to bear. Konkan Railway which is a success story, is already inflating distance by 25%/40% without any problem.
