Yes, quite possible. Empty wagons, or freights up to 1500 tonnes can be easily handled by WAP4,5 ( WAP7 can handle slightly heavier ones).

Sir, there were instances where BRC WAP4 was used to haul some goods rakes. The photo is the question is not Photoshop one I guess.
