Dear friend,
While the earlier route was just 170 km longer than shortest route between Pune & JHS/CNB/LKO/GKP, could have been acceptable to paxs with a bonus connection to ST/BRC.
But this route is huge 340 kms longer than the shortest route between Pune & ALD/BSB, I doubt people from Pune shall ever like to board this train which take 6 hrs more than the other trains on shorter route. Termination at Ballia means poor patronage of train after BSB i.e. last 140km of the journey.
this route ST-Ballia-Hajipur-Muzaffarpur could be better option as it will be just 100km longer than the shortest route and may be preferred by paxs for good patronage from end to end.

Based on your two proposals and with an aim to get your intended connections, my suggestions are
(1) ST-Ballia-Hajipur-Muzaffarpur (Biweekly)
(2) Pune-ST-JHS-CNB-LKO-GKP (Biweekly)
i.e. allocation of 1 rake
