The Centre for Socio-Economic and Parliamentary Studies (CSEPS), a civic society organization that studies socio-economic issues and aids the Government in good and effective governance with its advice and advocacy, has written to the Union Railway Minister Suresh Prabhu seeking a new Railway Zone for Jharkhand and several new trains given the fact that the State has largely remained deprived despite playing very important role in Indian economy.
The oraganisation states that the Indian Railway offers very little connectivity to different districts of the State. It appears to us that Jharkhand has been converted into a state for only freight services of Indian railway. necessary to spread itself upto these areas. It has demanded that plans be made to spread railway tracks to these districts so that people from these states get connected through railway to different parts of the country.
The letter states that Jharkhand is a high revenue earning area for India railway, but it has been divided among different zones which have their headquarters in other states. Zonal headquarters too, despite earning huge revenue from Jharkhand, rarely care for developmental works concerning Jharkhand. The organization thus demands a separate Railway zone to be curved out of areas in Jharkhand with its headquarters in Ranchi.
Also it has demanded to follow up the State supported railway lines, construction of railway over-bridges and others that have remained incomplete since years. A suggestion has also come for setting up of 100-bed hospitals in places like Ranchi, Dhanbad, Jasidih and Barkakana.

Requested that Our Indian Railway has to be decentralized with formation of 4 Regional Railway Headquarters in our Metros with sufficient powers .
Now IR bifurcated Railways for publishing 4 Regional Railway Time Table purposes only .So these bifurcation has to be extended to Administration, Projects Implementation and Maintenance also.
1) Northern Regional Railway- NRgR- HQs - New Delhi.

1)South Eastern Railway Headquarters has to be shifted to Ranchi ( Jarkhand State Capital )
2) Western Railway HQs has to be shifted to Ahmadabad ( Gujarat State Capital)
3) Southern Railway HQs has to be shifted to Thiruvananthapuram ( Kerala State Capital )
Railway projects implementation shall be closely monitored. All the States have nearby access to the Regional Railway HQs .
IR employment and promotion opportunities are increases.
Moreover ,Our State Tamilnadu Water Supply and Drainage Board ( TWAD BOARD ) already Regionalized with ,4 Regions .HQs 1) Northern Region - Vellore,
2) Eastern Region - Hqs- Thanjavore.
3) Western Region HQs - Coimbatore.
4) Southern Region - HQs - Madurai.
Our Twad board services to the Tamilnadu people very well after 4 Regionalized with powers to the concerned Chief Engineers.
Likewise our Indian Railways also Regionalized with Headquarters in our 4 Major Metropolitan cities of New Delhi,Kolkata ,Mumbai and Chennai for efficiency in Administration, Implementing Projects and Maintenance.

Bro, Do you mean that there should be regional Rly HQs under which Zonal HQs should function?
By the way, the process of publishing 5 regional Time table (E-(EC,E,NF),W-(W,C,NW,WC),N(N,NC,NE),S(S,SC,SW),S E-(SE,SECR,ECoR)) is not a process of bifurcation, but a process of integration of 16 zones into just 5 zonal timetables, where zones were integrated so that the number of zonal timetables instead of becoming 16 from earlier number of 9, have been reduced to just 5.

Regional time table integrated. Likewit Projects implementation and maintenance by Regional HQs also very much Integrated with our IR systems.
Most of the Central / state government department s are Regionalized and they ensured successful in implementation of projects and maintenance.

Earler pdf copy available for download at the zonal railway website for SE zonal TT (SER+SECR+ECoR) only.
About a 15 years ago trains at a glance CD was marketed by IR @Rs 100/- when hardcopu used to cost around 30-35Rs , but it was a big failure. My copy of CD did not worked at all may be due to software compatibility problems.
