New Delhi: Taking note of the decline in scrap earnings of Railways from 2012-13 to 2015-16, a parliamentary committee has found “irregularities” in the same period in the scrap auctions.
Railways is a major generator of scrap, and scrap disposal is a one of the important functions of the public transporter which generates Rs 3000 crore a year.
The Railway Convention Committee (RCC) in its latest report has observed with concern that there have been reported instances of irregularities in scrap disposal during 2012, 2013 and 2014 involving an amount of Rs 3.37...

Even after completely switching over to e-auction in June 2013, poor realisation form scrap disposal is surprising.
Biggest cause of revenues loss in such kind of auction is highjacking of the auction process by goons who do not permit the participation of genuine bidders, who are ready to bid reasonably high amount, by threatening them or by not permitting them to reach the auction site by using muscle power.
Even the e-auction can be manipulated by unscrupulous tinkering with system.

Scrapping is a permanent route for any incumbent government and officials to accrue bribe. It is done systematically at all levels right from part scrapping to entire bus/railways components scrapping. Even after e-auction implementation and several exposures by RTI activists/media, it continues unabated in state bus corporations across country and IR. It happened in a massive way during previous tenures with the beneficiaries funding the parties during elections. One hoped that new dispensation will put an end to this and other institutionalised corruption but .......
