Dear experts,
My cousin has booked confirmed ticket in Train#06047 from SA to TCR. However, he's notified via SMS that departure from Originating Station, MAS has been delayed and will start at 2 am instead of 22:50. If he files TDR and does not travel, will he get full refund as per rule (as train delayed by more than 3 hours)? Please confirm.
