If they are present only 3 hours of the day, the who does the 7+7 Kms rail line check everyday? Who are those people I see, who walk with torn hawai chappals lugging all those equipments up and down? Those track maintenance guys on Konkan line whose legs bleed due to leeches? These are the lower rung staff who are being blamed for IR's failures, that I talked about.

yesterday was pointing the same w.r.t. some high official visiting Nanded division's AWB.

Maybe there are some bad apples in lower rung, but they are the ones because of whom IR is running somewhat....

There are few good apples , we can put in that way . Once in BWT section , even a top brass asked a middle level officer to adjust with them when the lower rung ppl were drunk in duty. The 7+7 kms which u said is less followed now . Thats why contractors are employed now which is again opposed by permanent workers

This is one of the examples which i gave u which throws light on the mentality of many lower rung which you were saying :) , irrespective of departments. PWAY gang men are no different,
What u have seen is 1 or 2 in place instead of 5 or 6 , then do you think quality working happens ? They may be Contract/Permanent , The entire gang has so much to cover than 7+7 u mentioned. So here the effective work done is 1/5th.
