As someone above told that the person sitting at the kiosk window selling tickets gets Rs 1 on each ticket he sold, I think what railway does instead of letting him get Rs 1 on each suburban (mostly doesn't cost more than Rs 5) ticket he sells, they let the passenger use that same ticket whole day. As the people traveling on these halt stations are negligible compared to other minor station, it will help the railway in printing less tickets. And also what I have seen is the person at the kiosk ticket selling window opens up only when there is train and rest of the time he closes the office.
