Not a guess dear!!
The JU/HWH Express runs with Diesel Loco till CNB, to get changed into HWH P-4, for CNB-HWH leg!!
Maybe the blogger got confused with the train!!

Well i don't know about Jodhpur Howrah Express but Jodhpur Varanasi Marudhar Express loco does change at Agra Fort. Those trains who move to and fro Jhansi from Kanpur gets their loco changed.
