I dont know what is shameless replacing of PQ with RS and RL. But i know a fact that many trains carry PQ, GN, RS and RL - all together. Simplest thing is go and check the reservation chart pasted on coaches, especially in AC3T and AC2T, they will all be co-existing in the same coach.

I again say, PQWL is being maintained for "system configured" (this term is important) "certain source-destination passengers" for a Pooled Quota, which is end to end. Why end to end? because it is configured to accommodate passengers of starting as well as ending stations. However, start to end passengers are also eligible for GN quota, and hence if berths is not available for them, they are placed under GNWL.

PQ is not zonal, its a term followed all across IR, because the reservation system is same across IR, including NR.
