Thats for few trains & cant be posted as an example for all!!
This train may or may-not have intermediate RL-HO Quota!!
Better to remark, when we know the exact station or if the train do have seperate HO for any other station on-route!!

i observed in This in Navajeevan exp, Chart prepared at ADI and utilised maximum seats and left only some 8-10 seats in SL.
I think those seats to clear RLWL
