1. train cancelled
2. train late more than 3 hrs and passenger not traveled
3. difference of fare in case of proper coach not attached.

5. traveled without proper ID proof

7. party partially traveled (journey terminated short of destination)

(5) if passenger does not carry proper ID proof it is treated as ticket less travel and fined, than why TDR ?
As passenger traveled after paying fine with full fare so he is eligible for refund on original ticket.

Rule 17 : This rule is there for Years when you book a Ticket that has reservation for more than 1 trains. If you miss connecting train Railway will refund you unused portion of journey Or if passenger wish accomodate him in next available train if accomodation available.
Catch is that Railway will refund only telescopic portion. For example if you are travleling from PURI to Jammy with 2 reservations (Say changing train at NDLS) and you miss NDLS - JAT train you will get only difference of Fare between PURI-JAT and PURI-NDLS and not actual fare for NDLS-JAT
Pickup a 1995 Train timetable and see refund rules there,its there ,its just that IRCTC added it now which is pretty useless as IRCTC does not allow you single ticket with multiple train...

1. Can someone else please confirm rule 17 existed before.
2. If Irctc has it there, does it mean we can buy connecting tickets online, particularly since the refund is only for telescopic journey.
