Yes I think 25% surcharge should be collected from groups travelling from each personin the group so as to discourage bulk booking & wasting the berths.Remember,"Resources are Scarce &every Scarce resources have Alternate Uses."So be careful before wasting them.Saving a Rly Berth is as much as a responsibility for us citizens than saving a Drop of Water or Electricity.
