Present policy of to have minimum-possible PCs, and it will give 2 advantages:-
1. more accomodation for passengers, by adding one extra passenger coach
2. better quality food thro base kitchens of railways.,

When Puducherry-Howrah was inagurated, it also had no PC coach, now it has a PC coach. So if IR decides they can have a PC coach. I guess
