Yes. It happens sometime. I have travelled by Pallavan express from chennai egmore to trichy on a 3AC instead of CC

have spotted the AC3 tier in Parashuram express too..
When CC is having some trouble and no extra CC available, they augment AC 3 tier

Total Passenger booked was (as per chart) 66 but as only 64 can be seated in 3A he was asking help from passengers. After that few passenger occupied UB & SU. So it was comfortable, the 3A coach was old but in very good condition.
