It all depends on station staff. If they are enough strict in checking for Platform/Journey tickets from people moving around and imposing fine if not found, then automatically people simply loitering around will reduce. I had noticed it in Mysore station quite some time back. No idea at present how it is?

how about constructing some barricade and make a waiting lounge in common areas(portico)? so there will be no person other than passengers inside the station.
