No Nazeer ji, i experienced this yesterday at PRS counter of KYN....The lady clerk told me that you will have to book two separate tickets,
1 i booked under LD quota and other for me in GN quota....
The lady clerk specifically mentioned that since you have used LD quota i cannot book your ticket (GN quota) with LD quota under same PNR...

But we cannot accurately say whether the second passenger would be a lady/child passenger....Though i do not disagree but still there is an element of doubt....One more PNR /pnr/post/372141
One thing is for sure at PRS, LD cannot be booked with GN n a same PNR, in case the GN passenger is a male....

explanation by DB Sir stands correct. if there are no berths available in LD quota then the next passenger wanting to avail LD quota will be allotted berth under general quota applicable on that section (may be GNWL/RLGN or any other)

I tried by selecting LD quota in IRCTC with one female and one male, But it says that since you have chosen "ladies quota" passengers has to be either females or children below the age of 12 years
I tried with a male passenger name with 11 yrs of age and i am able to book it under ladies quota
