There are two reason why BAY - GDG - SUR will get more priority than GTL - RC - GR - SUR.
1. Jindal's at BAY need to transport more iron material to central and north india via GDG - SUR - DD.
2. Port at Goa was one of the busiest port of india to transport materials to and from other parts of india via UBL, GDG, BAY or UBL ASK SBC or UBL GDG SUR.
Preference given to GDG - SUR line is more because of freight traffic not for the passenger traffic, which led to doubling survey for the current financial year.
