Doesn't look like that. It's ready for painting. Maybe the color might have gone upto some extent due to bad weather but now, they scraped with sand paper.

Crack in a building is no way related to its aesthetics but it's a serious threat to the depriving condition & the building may collapse any time if proper action is not taken.I think WDP4 can run for 50/60 years even if its not painted.

I dont think it depends on either my suggestion to Rail Board or some bloggers blogging in IRI,whether the WDP4 will be painted or not.If Correspnding Zones think it'll get painted easily.Discussion of such topics in blog doesnt yeild any benefit for the travellers.Anyways,some GZB WAP7's are there which have become black from Milky White due to Dirt wrap,still they're capable of doing 130 kmph.
