Let me explain: Pune Mumbai train has 96 tkts reserved for tatkal and 960 general tkts. Ram has general quota WL #2 ticket Sham has tatkal quota WL#2 ticket. Who has higher chances of getting tkt? Consider this scenario, I am a Ram, a poor man, and i have WL#2 (General) Then Sham decides he wants to take all his friends to Goa (Ohhh Gooaaaa.. anyways) and He books 100 tatkal tickets. During charting we observe that 100 seats have been cancelled. Will Sham and all his friends get confirmed tickets? This is so unfair for Ram. The Clearance of 100 Ticket's of Sham Depend's on the Availability of Quota's at the Time of Charting, or else Will Remain in W/L :( Oh, i see your point now. If progressively tickets gets cancelled, general has higher chances of confirmation.. There are Various Quota's in IR's which didn't Occupy previously, that very much useful while Charting Either Tatkal or General WL gets cleared due to cancellations within the respective quota till chart preparation. During chart preparation, while allocating vacancies in other un-availed quota, tatkal is likely to be given preference. Recently there was an official announcement to the effect that whenever extra coaches are added, Tatkal WL would be given preference.
