Yes, it is same. Before departure of train, it can be cancelled in part (or full) there at any PRS. If fully cancelled, on all the passengers, Rs. 20 only will be deducted. If partly cancelled, WL / RAC passengers will attract deduction Rs. 20 each and the CNF ones will attract as per duration based rules.
