Chart are prepared by railways and not by us... usually trains departing till 12 NOON chart are prepared previous night after 8 PM.. Railways can prepare either 4 hrs b4 or even 1 Hr b4 dep. of d train.. We are not giving any confusing answers, it is procedure by railways...
