if you had observed a small platform along the tracks are there in long bridges with a square resting place (if any trains come, the person has to wait there). that takes care of the walking part, they can as well travel inside the vestibuled coaches of the train and do the needful.
As for dark moon day and rains, the guard is equipped with torch and can do the duty. Rains = they may get drenched and do the needful.

In some situations pilot locks the chain pull option, means he never stop the train even after pulling the chain.. this situation happenedwhile lot of people are going to attend public meeting(chalo newdelhi) all are without ticketand repeatedly pulled the chain. After some pulls driver locked the chain pull option. After that train didn't stop after pulling the chain. I hope two options may be there 1. Train break may not be automatic. 2. Valve in the compartment can be locked( here break is automatic).

do you have the other side photo also of the same bridge? i have seen many bridges with square platforms( number of platforms differ according to the bridge length) i will try to find a photo and give the link.

But people can't whalk while train on the bridge they need to share the track means no additional space for walkers. Square boxes helps to protect the walkers, where they stop their walk on track and get room in the square boxes.
