I am not that much sure about one PNR/one IP /day OR only for the peak hours(10-12 pm).

Sire, use ultra surf or switching IP techniques. One single word " IP HIDER" in google will give 100 free s/w's where it shows that you are booking tkt from USA or UK but actually, you'll be in your own home.

sir IP address can change easily, any software experts can do this within some minutes. so that is one kind of useless modification by IR.

see sir,ultrasurf is famous proxy so is many others proxy servers coming in search results on the first few pages.Millions of people are trying for tatkal all at a time.So at-least 10,000 will be expert,they can apply these proxy.Now there is very chance that 15-20 people will use same proxy.For these 15-20 people there will be same IP.So out of them,then only 1 ticket could be booked out of these people.
