Word of Caution:
Filing TDR can cost your Agent ID for filing False TDR.
Because the system is corrupt and all knows what a TTE dose in train to make money and railway has no solid system to verify berth occupancy.
Ether tell costumer that once charted eTicket can not be cancelled or please submit certificate issued by Railway that the Passenger has not traveled.

In such cases the TTE wont issue the no travel certificate too. Once my WL PNR got in to RAC (2 tier) and for the same leg, i had SL CNF tickts.So i opted to travel by SL and asked the TTE in 2 ac for "No travel Certificate'.But the TTE told me politely that in such scenario,the certificate wont be issued and they will report as passenger not joined. I confirm with TTE that my PNR was marked as passenger not joined. So i got my TDR approved without any hassles. This was possible because i was travelling in the same train :)
Normally the TTEs wont mark like that and they will allot the berth to a higher bidder,not to the next RAC/WL passenger> If they mark it as not joined ,they have to allot it to the next...

Well, you should escalate the issue with the higher-ups of IRCTC who in turn will start disciplinary proceedings against the said TTE, if proved. The PAX seems to be a higher official himself. You people can handle it officially if the ticket was for official purposes.

IRCTC can not act against Railway staff.
Railways word is final and if passenger wish he can file case on Railway/IRCTC with proof but for Agent it is counterproductive.
