The vegetable sellers in this train are the most troublesome people , they occupy the seats for keeping their luggage in pass holders compartment and don't let normal pass holders occupy seats or sitting. On opposing, they abuse and harass the public and its a horror to travel daily in such conditions.

Pass Holders (MST) are always high in number.
In regular trains, reserved passenger get frighened because of their count & bravery!!
Now these count getting threatened & assaulted by Veg-Sellers, strange!!!
Means Bravery scenario is like this:
Veg Seller - MST - Unreserved Traveller - Reserved Traveller
PS: When the upper group in this Bravery Sequence get chance, they exploits the lower in the sequence!!
TTE/RPF/Railways Mens Union Traveller are paramount & are unaffected by any sequence, as they mostly travel in AC Class (irrespective of Class they deserve/authorise to travel)!!

As per instructions, there is no restriction on carriage of luggage in brake van of passenger trains as far as quantity and type (personal or merchandise) of luggage offered for booking is concerned .However, the excess luggage in owner's charge beyond the free allowance is charged at 1.5 times the rates..........

soni's legally some kg would refer to 70-50-40 for 1/2A/3a&2S. am i right mr sanjay? these are the passenger baggage allowances without charge(free allowances) . Partial Excerpts from page 255 of Trains at a glance -
Each passenger is allowed a Free Allowance up to which he
can carry luggage with him in the compartment, free of cost.
The Free Allowance varies for different classes of travel. Children
aged 5 and below 12 years are allowed half of the Free Allowance
subject to the maximum of 50kg.
