I have traveled on all 3 Suburban Lines of Mumbai Suburban, i.e. Central, Western and Harbor Line. From my Experience, western railway has achieved much more efficiency than Central Railway and offers at least better service than Central Railway.
Following are the points to be noted -
1] Local Trains on Western Line are Punctual as compared to Central Railway. On Central railway , in Pune Division, almost 70% Local Trains run Late EVERYDAY.

more... Western Railway has been providing updated PDF Local Train Time Table on its Website for several years. Whereas Central Railway has not provided AT ALL and working very slowly in this regard.
3] Western Railway has successfully used its available Suburban Lines, whereas Central Railway has totally failed to effectively use the available Line . Here is how it is -
Western Railway has provided several additional Down Locals towards Virar from Andheri-Dadar & Borivali. And they run, when there is time-slot for Churchgate-Andheri, Churchgate-Bandra Locals, to make efficient use of the Railway Line. Hence Churchgate handles only 70% Burden of the Down Locals.
Whereas, On Central Railway 95% Down Locals start from Mumbai CST , and negligible locals from Dadar hence, When the Time Slot is for CST-Thane / CST-Kalyan Local, entire Track between Kalyan-Karjat-Khopoli / Kalyan-Kasara remains totally idle-unused. WHY ENTIRE BURDEN ON MUMBAI CST??? Actually it can effectively use it by providing additional Slow Locals between Thane-Karjat, Thane-Titwala etc. But Central Railway is very inactive. So hopes are rare.
4] Western Railway has now provided Churchgate - Dahanu Locals and also provides several shuttles upto Sanjan-Surat-Bharuch and Ahmedabad to benefit the Villagers. Whereas Central Railway has only 1 Passenger Train from Mumbai towards Pune-Solapur giving nil benefit to Villagers.
5] The Karjat-Panvel Route of Central Railway remains idle as only 2 trains run on it.
