If we can study the yearly data, on the line of you gave for just one month, then statistically it can be inferred that some 'waste' is happening.
If due to slack season , traffic may be low. But overall performance has to be seen when any coach addition, deletion, of cancellation of whole train takes place. Even soemtimes the political compulsions plays vital role in continuing or otherwise.
