I booked a tatkal ticket in a train as there was pqwl waiting in the train, then to my surprise after the chart was prepared it started showing current tickets availability. This costs me 400 bucks more than usual. Is this a new way to dupe a common man? What is the current tickets dynamics? Why was it showing pqwl if any ways current tickets were available?

I have a query regarding RAC. If after the chart preparation my seat remains in RAC category i.e. I have been allotted half seat only, can I cancel the seat and get a full refund?
