If it's PF-1 then there isn't any problem but if it's any other than PF-1 then is there any wheel chair facility available at Chandigarh Railway station...? My mother will travel along with my grand mother later this month...

Better call and confirm with station master. Else even if the station has one, it will take a lot of time to make it available on anyother platform except the main one.

To decongest Kanpur, some trains should be made to bypass Kanpur via chandari-Govindpuri Junction - Panki towards Tundla / Agra Fort / Delhi.

Current, only 12275 / 76 ALD Duronto skips kanpur via chandari-Govindpuri Junction.

Regarding to your 4th point, the dfc will be a separate line which passes through outside kanpur and all major cities enroute. Once its made operational, gal will be available for passenger traffic more often

See, as far as i know through some seniors, there are going to be separate stations on dfc route including one in kanpur. So local businessman too will benefit from dfc being operationalized.

I read the TOI report. Its 1hr 30 mins for lko and 2h 30 mins for bsb approx. While the cost for economy seats through flights is same as that of a possible bullet train, you need to take into account the time taken to board the flight and depart the airport at destination which approx takes around 90 mins on normal days. If anything, i would say that bullet will cover the distance in less total time.
