Cancellation is not allowed in premium trains as they are mainly meant for emergency travel and make up for increased traffic at special occasions. However, what about situations that prevent travel beyond the control of the commuter?
Recently, I had to face a situation of the death of a immediate family member preventing travel by premium train - however, I could not cancel ticket as it was not allowed and neither could I travel. I had booked 4 seats which meant that those seats would be blocked without any benefit to any passenger and also I would not get any refund.

They do allow RAC and I am talking of cancellation before train departure and chart preparation and not after as possible in online booking. Looking at the demand of premium trains, IR may earn more as the fare of ticket may have considerable gone up when you are cancelling.

The following (see below) is what I get on IRCTC website for your query i.e., it is allowing reservation and the total fare is Rs. 2992.47
As for the WL, may be the quota is full. The ERS - NZM quota maybe still available - it can part of a algorithm that allows distance based quota. But travel is allowed as you can buy a WL ticket.

Same for IA (see below) - you have WL 4 now- note it is PQWL i.e., a pooled quota waiting list (PQWL) is applicable to intermediate stations and is shared by several stations between the source stations and the destination station. Passengers who’s journey starts from intermediate stations are likely to get their ticket in pooled quota waiting list.

Cancelling of ticket is not allowed in Premium trains, i.e. there is no refund. Normally if a train is late for more than 3h late for a boarding station, full refund is available even on tatkal tickets from that station.
What is the rule for premium train if it is more than 3 h late for boarding station, will cancellation and refund be allowed?

Ya that is ok, but what if the train is 6-7 h or more late (3h is normal for many routes) and it makes no sense to travel for the delay - still cancellation is not allowed? what is the great logic behind this? I am a bit confused
