Title-New zone in Andhra Pradesh worries rail staff
Hyderabad: With the Union Railway minister stating that the announcement for a separate zone for Andhra Pradesh will be made by this month-end, South Central Railway employees who are unwilling to shift have started petitioning the authorities. With creation of a separate zone, the over 1 lakh sanctioned strength of railway employees will be divided between the two zones and many will have to relocate to either Vijayawada or Visakhapatnam.

“A number of requests from employees are already coming in to consider them for certain locations, as most are worried that their opinion will not be sought,” said a highly placed source.
Currently, the South Central Railway has five divisions, Vijayawada, Guntakal, Hyderabad, Secunderabad and Nanded. As per ongoing talks, the new railway zone will either be headquartered at Vijayawada or Visakhapatnam. In the latter case, the entire Visakhapatnam division will have to be shifted to the new Zone from the current East Cost Zone.

“In case of a straight split without clubbing Visakhapatnam division, the promotion prospects of the employees of the new zone will lessen. In case Visakhapatnam is clubbed with the new zone, it will become a good zone in terms of profits. Employees are not in favour of shifting to Visakhapatnam although 70 per cent may favour Vijayawada.

“Given the first choice, none of the employees want to shift out of Hyderabad/ Secunderabad due to the established lifestyle and social infrastructure,” said general secretary of Railway Mazdoor Union Shankar Rao.

Goa had not given adequate returns.
While a section of officials believe that the train stands a better chance at making money on one of the southern routes, there is a large group which feels that the train could have been a hit even in Maharashtra. Back of the envelope calculations showed that the double-decker has the ability to make almost 50% more revenue than other trains, thanks to its higher capacity. A double-decker has 120 seats per coach as against the 73 in normal chair-car trains.
"The only run of the double-decker was during Ganeshotsav last year between August and September. And inexplicably, the railways made it a premium train. Even a very basic study of Ganeshotsav travel pattern would have shown that it is mostly middle and lower middle-class people who travel, that too with family. Did the railways really expect a family of five to shell out Rs10,000-plus to get to Ratnagiri?" asked an official.
The financial disaster during the Ganeshotsav run prompted many railway officials to point out that the double-decker had a better chance of running as a premium train during Christmas and New Year season, when the bulk of the clientele are cash-rich tourists going to Goa to ring in the new year.
"However, during Christmas and New Year, the train was sent for its maintenance schedule. It almost seemed as if the double-decker was either jinxed or some officials weren't keen to run it," said an official.
Another said, "It could have run as a regular air-conditioned train between Mumbai and Goa with a morning schedule. The route is so lucrative that a 12-coach double-decker with 1,440 seats would have definitely found takers.
It could have even been tried on other routes — Mumbai-Nashik, Mumbai-Pune or even Mumbai-Shirdi."
However, because the double-decker is a day train, putting it on routes that required an overnight journey would not have been possible, said officials.

LHB rakes not being allotted seems to be the reason.It may be recalled that the Railways had announced running of the Vijayawada – New Delhi AP Express via Warangal, Nagpur, Bhopal and Agra. Though the South Central Railway (SCR) had initially proposed to run it via Visakhapatnam, Raipur, Katni and Jhani, it was rejected by East Coast Railway (E Co R) on the plea of ‘path problems’.
Union Minister for Urban Development M. Venkaiah Naidu, Visakhapatnam MP K. Haribabu and Visakhapatnam North MLA P. Vishnu Kumar Raju had all supported the popular demand for running the proposed train via Visakhapatnam. They felt that there was no point in calling it ‘AP Express’ when it hardly travels for 20 minutes in AP.
It was proposed to run the train with LHB coaches. A minimum of three rakes would be required to run the daily train. At present only one LHB rake is allotted from Rail Coach Factory/Kapurthala for the train, according to information obtained from the Railways under the Right To Information (RTI) Act by M. Pradyumna of Bengaluru.
He wonders: “When it takes about eight months to get a single LHB rake, how long would it take to get two more rakes”?
“The total demand for AC berths, by various passing trains, from Vijayawada towards New Delhi is around 80 a day on an average. Not even two coaches would be full at the starting point, even if all the 80 passengers are accommodated on this train. The berths cannot be utilised by passengers from other cities and towns in AP as the train travels for less than an hour in AP,” says Mr. Pradyumna, who had obtained information under the RTI Act on the demand for berths in the past.

The announcement of Railway Minister Suresh Prabhakar Prabhu that train tickets can be booked 120 days in advance is drawing criticism from various sections. It may be recalled that the advance reservation facility, which was earlier allowed 90 days ahead of the journey date, was reduced to 60 days in view of the problems faced by passengers.

The strong political need for a new zone was felt for providing a rail link in the bifurcated states. Also the fact that every zone is informally identifiable with a state, had heightened the need of the new zone. The existing South Central Railway has 6,000 km route length.

According to the expert committee, as Visakhapatnam is the big revenue generating division due to port connectivity and a slew of projects in the offing, the East Coast Railway does not want to give it away. “It will adversely affect the East Coast Railway zone if Visakhapatnam is taken away from it,” as per the committee report.

“The new zone is expected to see port-oriented growth as it will have the benefit of four existing ports and two more in the process.

Meanwhile, the service contract of railway employees mandates that they should shift to wherever they are posted within their appointed zone. But with the zone being split into two, the employees now have to shift as per the requirements of the new zone. Employees say that they should be consulted before deciding on headquarters.

“Since the division of the zone is likely to affect half of the workforce in the South Central Zone, each person should be given a choice. It will be better if the administrative office is separated and operated from Hyderabad itself as it’s the administrative staff which is required to run the new zone,” said Subaiah Rao, an administrative officer with SCR.
In fact, on several occasions in the past, GM of SCR P. Srivastava too has pointed out that the division of the zone is unnecessary and it will be an administrative hurdle.

“As Vijayawada and Guntur are both major junctions and have all supporting infrastructure, they were short-listed for the headquarters of the new zone earlier, but now it looks like Vizag is the choice. The increased connectivity of Vijayawada with other places can improve the development of ports,” said Ratnakar Reddy, a member of the East Godavari District and Cocanada Town Passengers Association.

Agreed its no longer as awesome as few years back but still it has least halts in its route ad compared to other daily superfasts in this route.. so still its best in terms of priority,punctuality and speed (only falaknuma matches coro in terms of speed). This was disclosed by Union minister of state for science and technology Y S Chowdary on Sunday . “The Centre has decided to give Rs 7,500 crore to bridge the resource gap for AP for the year 2014-15 and Rs 1,000 crore for the construction of the capital city as well as another Rs 1,350 crore as compensation for losing out General Sales Tax. The Union cabinet is likely to clear the same at its meeting next week,“ Chowdary told TOI.
According to the minister, the NDA government was constrained to a certain extent as the previous UPA government had not included several promises made by then prime minister Manmohan Singh in the AP Reorganization Act. “The UPA did not even give cabinet clearance to the assurances given to AP ,“ he said.
Chowdary said the Centre has agreed to start classes this academic year in the institutes of excellence that were sanctioned under the Act, even if it means functioning from rented premises.
“The IIM at Visakhap atnam, IIT at Tirupati, AIIMS, NIT, Na tional Disaster Management Institute and the agriculture university will start operations this year. The tribal university, petroleum university , central university , IIIT and IISER will start from the next academic year. Apart from these, the Centre has agreed to set up a badminton academy , weightlifting academy , customs academy at Hindupur, a floriculture institute at Pedavegi in West Godavari district and the National Institute of Oceanography ,“ he said.
On its part, AP has sent to the Centre proposals to set up a national institute of planning and architecture, fashion technology institute, solar research institute, national science centre, Tagore cultural complex, national sports academy and rail university . “The Centre has also agreed to set up a railway zone with headquarters at Visakhapatnam,“ the Union minister of state claimed.
“We are bringing maximum pressure on the NDA government and Chandrababu Naidu has made it clear that unless there is substantial assistance from the Centre, there would be no level playing field for AP ,“ he said.

Bihar, Haryana gangs busted
The modus operandi of this gang is different.
They would board the AC compartments of long distance trains such as Dakshin Express or Godavari with valid tickets and get down at a station in the night with the baggage of co-passengers, when they are asleep.
The gang had a unique modus operandi . “They would board the passenger train in the general compartment and occupy the luggage racks. A couple of them would engage co-passengers in conversation, while the others would use a master key to open the bags and make good with the gold ornaments,” said Mr. Narayana Rao.
