In most trains having SL, 3AC, 2AC and 1AC, it was seen that SL class was always overbooked, seconded by 3AC and so on. Sometimes the AC classes have vacant seats and SL class passengers remain in WL. So to clear the extra rush the preceding lower class passenger can be upgraded to the next upper class so that more passengers can be accommodated. But at present, there is no system for eticket holders to pay this difference in cash and travel. upgradation occurs only when the berth is not reserved for the whole journey, like for eg. ndls bct contains 70 berths out of which 20 are vacant totally (quota seats excluded), the next lower class passengers get upgraded w/o any charges. the cycle goes on till the wl numbers gets reduced. As long as there is a WL quota in lower class and seats are vacant in higher class then upgrade is possible. The only point to be noted is that whenever an upgration happens either all persons within a PNR will be upgraded or none are upgraded but no partial upgradation is allowed.
